The rim and bore are turned; the spoke pockets are ball-nose contoured on the machining centre, so the surface on the spoke faces is set by the stepover rather than by a single finishing pass.

The dimensions that matter are the bore to the bolt circle and the rim to the bore, both of which depend on holding the part on the same axis across operations. The contoured faces are a finish decision: a finer stepover gives a smoother surface at a longer cycle time, and the drawing should say which it wants.
