The two plates have to agree with each other position for position, so they are machined from the same datum scheme and checked as a pair.
The number that controls this set is the accumulated pitch across the whole grid, not the pitch between two neighbours. A small error repeated across a row is what misaligns the last positions, so the pattern is measured optically on the vision measuring system rather than with hand tools.
Send the component the set carries and say which openings are functional; edge condition on a carrier that touches product is specified on the traveller, not left to the operator.
